We are looking for a passionate, encouraging manager to lead communications for the Engineering Department in cooperation with the City’s overall communication and engagement initiatives. The work of Engineering impacts residents in diverse ways. Ensuring residents are informed, engaged and support Engineering’s work is at the heart of this new role.
The role reports to the Manager Transportation Planning but provides communication and community engagement services to the full Engineering Team, while support the City and Council’s vision.

The City of Surrey is seeking an Engineering Communications Manager to lead a small team to advance media strategies, marketing, communications and community engagement for the Engineering Department.
Responsibilities
The Engineering Communications Manager will:
Plan, develop, implement and evaluate communication strategies to support Engineering’s key initiatives to diverse audiences in alignment with the City’s overall plans
Manage and enhance Engineering’s media presence (traditional and social) with the objective of enhancing resident understanding and engagement
Develop and lead stakeholder engagement initiatives both in-person and through digital channels. Develop and coordinate citywide promotions to encourage public participation in projects
Oversee, select and implement communication tools for Engineering, including providing staff with communications training and development
Lead and deliver various communications projects across Engineering, aligning with other City communication resources
Seek opportunities for innovation and continuous improvement
Ensure business goals are met within budget and resourcing
Work with other City departments to ensure content is relevant, up to date, consistent, and facilitates the business of the City
Measure, manage and analyze key analytics and technologies to understand impact and define opportunities for change
Research, plan, develop, schedule, implement, promote and evaluate multiple large scale communication initiatives for diverse interest groups (both internal and external)
Develop messages and communication materials for Engineering projects (print, website and social media) to promote a consistent image and identity for Engineering Project in coordination with City models
Coordinate Engineering related advertising, social media, etc. with internal/external resources. Advise on effective marketing, media and promotional techniques
Conduct market research, market surveys and stakeholder feedback
Allocate and coordinate the design, production and dissemination of marketing materials produced by graphic designers and external contractors
Develop partnerships with community groups, business, other Agencies (TransLink, ICBC, RCMP) and other stakeholders.Coordinate and participate in community meetings and special events (e.g. public consultation, community events, business outreach, etc.)
Work with the City’s Media Relations and Marketing and Communications Teams for communications policy, guidelines, protocols and marketing production support to ensure success
Qualifications
In alignment with the City’s core values (teamwork, community, innovation, integrity and service) the successful candidate has the following qualifications, skills and knowledge:
University or college level graduation in a related discipline (business communication, social media, public relations, stakeholder engagement, etc.) and 3-5 years of progressively responsible relevant experience or an equivalent combination of education and experience will be considered. Must have applicable communications experience and expertise
Superior written, verbal and presentation skills
Experience working both tactically and strategically at all levels of an organization
Demonstrated experience establishing/sustaining effective working relationships with staff, residents, businesses, other organizations, community groups, and the broader community
Strong planning and organizational skills to set priorities and meet deadlines. Demonstrated use of independent judgement and initiative
Strong administrative skills
Demonstrated ability to be creative and innovative
Broad knowledge of the philosophy and objectives of communication, social media and community engagement
Broad general knowledge of demographics and methodologies of responding to diverse community
Strong technology skills. Knowledge of social media
